Section 2

Merchant Operations & Reporting

Invoicing, ACH collections, credit limits, and reports. Technical terminal problems: call 334-390-6975. Account suspended: call 334-390-5125. Limit increase: call (775) 993-5790.

2A Invoicing & ACH Collections

Q5. I see a $1.25 ACH fee on my invoice. What is this for, and why am I being charged?

The $1.25 ACH fee covers the bank charge IFS incurs to process an ACH collection for the previous day’s gift card sales. That bank fee is passed through to you, the merchant, on the invoice.

Q6. Am I charged $1.25 per transaction?

No. The $1.25 ACH fee is charged once per invoice, not per card activation.

Example: On Monday you activate $500.00 in gift cards. At midnight an invoice is emailed to the address on file for $500.00 + $1.25. Tuesday IFS processes the ACH collection for $501.25. Wednesday the funds clear.

This happens every business day you have sales. If you activate no gift cards on a given day, you will not be billed the $1.25 ACH fee that day.

Q7. How do gift card collections work?

IFS invoices and collects by ACH every business day that you have sales.

  • Monday sales are invoiced Monday at midnight. The collection is processed Tuesday. Funds clear Wednesday.
  • Weekend sales (Friday, Saturday, and Sunday) are processed Monday. Funds clear Tuesday.
  • On a long weekend with a federal holiday, collections run the next business day. Example: Friday–Monday sales are processed Tuesday; funds clear Wednesday.

This cycle repeats every business day. There is no ACH collection on Saturday or Sunday, and there is no ACH collection on a day with no gift card activations.

2B Credit Limits & Increases

Q8. What does my “daily limit” actually mean?

The amount we call a daily limit is really a two-day rolling credit. Activations reduce the available balance until the matching ACH collection clears.

Example: A location starts Monday with $2,500.00 of available credit. Monday they activate $500.00, so Tuesday they have $2,000.00 left to activate. Tuesday IFS initiates the ACH collection for $501.25 (Monday’s $500.00 + the $1.25 ACH fee), but that collection does not clear until Wednesday. Once it clears Wednesday, the available balance is updated.

Starting limits are $2,500.00 per day on terminal devices and $5,000.00 per day on kiosks.

Q9. How can I increase my limit?

Every location starts at $2,500.00 per day on terminal devices and $5,000.00 per day on kiosks.

  1. Standard review. After 30 days of activations with no returned ACH collections, the account is eligible for a limit-increase review. IFS continues to monitor the account for future increases after that.
  2. Immediate increase — security deposit. Provide a security deposit equal to the daily activation amount you want. IFS sends the paperwork. Once it is signed, we draft an ACH collection for the deposit from the account on file. After the deposit clears, your available balance is raised and daily gift-card ACH collections continue as usual.
  3. Immediate increase — switch to prepaid. Prepaid means you fund the account before any gift card is activated, and you set your own limit. Before the switch, IFS confirms all prior gift card sales have been invoiced and collected/cleared, then sends deposit instructions. Funding options are cash deposits or wire transfers to the account and routing number IFS provides. Check deposits are not accepted. ACH is not used to prefund a prepaid account, except that an account in good standing from postpaid status may be allowed to fund by ACH — speak with a representative.

To request an increase, call (775) 993-5790.

Q10. Who do I call for a limit increase?

Call (775) 993-5790. Have your location name and Location License Holder number ready.

Q12. How do I pull a transaction report on the Pax A80 Terminal?

To print a report directly from your Pax A80 terminal:

  1. Log into the terminal using your clerk credentials.
  2. Select the settings icon (top-left corner) to expand options.
  3. Select the Reports tab.
  4. Use the drop-down menu to specify the desired report start/end times and dates.
  5. Select Print Report to output the receipt.

For terminal hardware or error-code issues, call the IFS Help Desk at 334-390-6975 and press 2, then 1, then 2.

2D Account Status & Suspensions

Q13. I tried to log in to my terminal and it says “account suspended.” What does that mean, and what should I do?

An “account suspended” message means the terminal is locked until IFS can review the account. This can happen for more than one reason. Do not keep trying to log in, and do not guess at the cause while a customer is waiting. Call 334-390-5125 as soon as you can so we can check the account and get it resolved.

Q14. Can I still load PrizePay prepaid Mastercards while the terminal says “account suspended”?

No. A suspended account cannot process until IFS clears it. Stop attempted logins and call (775) 993-5790 immediately. Do not issue cash or store credit as a workaround.

Section 3

PrizePay prepaid Mastercard

This section covers the PrizePay prepaid Mastercard.

3A Overview & Rules

Q15. What is a PrizePay prepaid Mastercard?

The PrizePay prepaid Mastercard is a prepaid card that can be used as redemption for Class B COAMs. The card can be used to purchase any item (except for cash, alcohol, tobacco, and firearms) anywhere Mastercard is accepted. Currently, the card issuer is Mastercard. Under new Georgia regulations (effective July 1, 2026), both non-reloadable and reloadable gift cards will be authorized as lawful redemption options.

Q16. Where can clients use the PrizePay prepaid Mastercard?

The PrizePay prepaid Mastercard can be used to purchase any item (except for cash, alcohol, tobacco, and firearms) anywhere the card is accepted. Currently, the PrizePay prepaid Mastercard is processed via the Mastercard network.

Q17. Can a client use the PrizePay prepaid Mastercard in my store to purchase merchandise?

Yes. The PrizePay prepaid Mastercard can be used to purchase any item (except for cash, alcohol, tobacco, and firearms) anywhere Mastercard is accepted, including your own retail establishment.

Q18. What are the key restrictions on the PrizePay prepaid Mastercard?

The PrizePay prepaid Mastercard is strictly not available for purchase or resale. The card does not allow cash back or ATM withdrawals. Currently issued standard PrizePay prepaid Mastercards are non-reloadable. By accepting the PrizePay prepaid Mastercard as a form of COAM prize redemption, the winner acknowledges that prize amounts loaded onto the card are non-refundable. Note that purchases of alcohol, tobacco, or firearms are legally prohibited. Starting July 1, 2026, reloadable gift cards will also be authorized under state law (O.C.G.A. § 50-27-71.1(b)), which must be loaded on-premises and can never be exchanged for cash, change, or currency.

Q19. Can a client get a refund on loaded prize amounts?

No. By accepting the PrizePay prepaid Mastercard as a form of COAM prize redemption, the winner acknowledges that prize amounts loaded onto the card are not refundable. This is a deviation from the Cardholder Agreement and amends the relevant part of its Arbitration section.

Q20. Is the PrizePay prepaid Mastercard re-loadable?

Currently, standard PrizePay prepaid Mastercards provided are non-reloadable. Once activated and the balance is used completely, the client can dispose of the card. However, under state legislative changes (HB 353) taking effect on July 1, 2026, both non-reloadable and reloadable gift cards are authorized redemption options for Class A and Class B machines. To maintain compliance, reloadable cards must only be loaded with value won through COAM play on the location licensee’s premises by the licensee, its employees, or an approved self-service device, and can never be exchanged for cash, change, or currency.

Q21. Where can clients check their PrizePay prepaid Mastercard balance?

Clients can check their balance by looking at the back of the PrizePay prepaid Mastercard and selecting one of two options:

3B Card Limits, Fees & Redemption Values

PrizePay fee scheduleAmount
Card Activation Fee$2.00
Card Replacement Fee$5.95
Q22. Is there a fee for issuing a PrizePay prepaid Mastercard?

Yes. A $2.00 activation fee is charged per card. Customers can choose to pay the $2.00 fee out of pocket or have the fee directly deducted from their winnings.

Q23. What is the minimum winning amount that can be redeemed onto a PrizePay prepaid Mastercard?

The winning amount needs to be a minimum of $5.00.

Q24. Can we redeem $4.00 for a winning session?

No. All PrizePay prepaid Mastercard redemptions are subject to a strict $5.00 minimum limit.

Q25. What is the maximum winning amount that can be put on a single card?

Each PrizePay prepaid Mastercard can accommodate a maximum winning amount of $1,000.00 minus the $2.00 activation fee. Therefore, the maximum active balance a single card can hold is $998.00.

Q26. What if a customer's winning amount is $1,500.00?

You must issue two separate PrizePay prepaid Mastercards. The first card will hold the maximum value of $998.00 ($1,000.00 minus the $2.00 activation fee), and the second card will hold the remaining balance of $498.00 ($500.00 minus the $2.00 activation fee).

Q27. Is there a limit on how many PrizePay prepaid Mastercards can be issued out?

There is no limit to the total number of PrizePay prepaid Mastercards you can issue. The only physical limit is the value allowed on each card, which must remain within the range of $5.00 to $1,000.00 per load.

3D HB 353 Legislative Update

Q31. When do the new COAM prize redemption rules take effect?

The new allowable prize redemption rules take effect on July 1, 2026, as mandated by Georgia state law. These rules apply to authorized redemption products generally — including the PrizePay prepaid Mastercard — and will also apply to any additional IFS redemption products added to this manual.

Q32. What prize redemption options are authorized starting July 1, 2026?

Effective July 1, 2026, only the following redemption options are authorized:

  • Class A Machines: Free replays, non-reloadable gift cards, reloadable gift cards, or any other form of redemption allowed by law or authorized by the Georgia Lottery Corporation. The value of any non-cash prize (such as toys, novelty items, or gift certificates) per play cannot exceed a wholesale value of $50.00 (per O.C.G.A. § 50-27-70(b)).
  • Class B Machines: Free replays, Georgia Lottery products (e.g., scratch-offs, draw tickets), non-reloadable gift cards, and reloadable gift cards.
Q33. What are the specific compliance rules for gift cards under O.C.G.A. § 50-27-71.1(b)?

To ensure compliance, all gift cards used for COAM prize redemptions — including the PrizePay prepaid Mastercard — must follow these rules:

  1. They may only be loaded with value won through COAM play on the location licensee’s premises.
  2. Value must be loaded strictly by the licensee, its employees, or an approved self-service device.
  3. Once loaded, they can be used off-premises and may be honored by the licensee upon presentation.
  4. They cannot under any circumstances be exchanged for cash, change, or currency.
Q34. Are Class B Location License Holders required to offer both lottery products and gift cards?

No. Location License Holders have sole discretion to offer lottery products, gift cards, or both as prize redemption options. Offering both is not legally required.

Q35. What are the legal penalties for non-compliance with the new rules?

For Class B machines, any owner or operator that redeems products or services other than replays, lottery products, or gift cards will be subject to immediate enforcement action and administrative penalties under Georgia law, including O.C.G.A. § 16-12-35 and Georgia Lottery Corporation Rules.

Q36. Who should licensees contact if they have questions or need clarification regarding these upcoming changes?

For direct assistance and regulatory clarification, licensees should call the COAM Retailer Services Helpline at 1-800-746-8546. For IFS product questions, call the IFS Help Desk at 334-390-6975.
